You can independently reach Panthwari village which is around 100km drive from Dehradun.
From Dehradun you can take Private cab or Public transport as per your budget, both are accessible.
Panthwari is a very small village with no access of lodging but the localites are very helpful if you wish to spend a night, there are couple of shops where you can eat egg/Maggi.
As for the trek, it’s a one day trek 3–4hr till Naag temple- mostly people trek till here, you may also go further till the peak which will take another couple of hours. You can hire any localite who will guide you for the trek. I’ll advice you to stay in between the trek path there’s one very beautiful location to set up your camp, your guide will tell you about that.
